The Cordova Recreation and Park District announced this week it was recently awarded a $100,000 Footprint Field grant from the U.S. Soccer Foundation. Footprint Field grants are awarded for the installation of a synthetic field surface from FieldTurf. The grant will be used to install a synthetic soccer field at the award winning Mather Sports Center.

This was one of only 17 Footprint Field grants awarded nationwide. A total of 63 awards were made under all grant programs totaling $2.5 million to organizations serving youth in 30 states. The Footprint Fields program, supported by Adidas, FieldTurf and MLS W.OR.K.S, Major League Soccer’s community outreach initiative, is aimed at growing the game of soccer and providing safe, sustainable playing spaces in underserved communities.

This grant brings the total amount awarded to Cordova Recreation and Park District from competitive grant programs to $6,996,798 since 2003.

The 2011 grant awards reflect the U.S. Soccer Foundation’s focus on improving the health and well being of children in underserved communities. The awards will support programming, coaching and equipment for players and the construction of safe playing fields that will facilitate the continued growth of soccer in the United States.

“The U.S. Soccer Foundation is proud to support each of these projects that keep our youth active, healthy and engaged in activities that provide a positive alternative to negative influences,” said Ed Foster-Simeon, President & CEO. “By supporting the development of programs and safe playing fields, we help ensure that children in underserved communities have easy and affordable access to quality soccer programs that support their physical and personal development.”

Since its inception, the U.S. Soccer Foundation has awarded more than $54 million to groups, both large and small, in all 50 states.

Six Soroptimist International clubs are coming together to host a “Human Trafficking” Symposium on March 26 at First Covenant Church in Rancho Cordova.

Soroptimist is an International organization of business and professional women that support services that advance human rights and the status of women and children.

The featured guest speaker, Nicholas Sensley, Chief of Police in Truckee, California is a internationally recognized expert on human trafficking. Hear from local representatives from Californians Against Slavery, Courage to Be You, FBI Special Task Force, My Sister’s House, WEAVE and more.

The symposium will be held from 9 a.m till noon on Saturday, March 26 at First Covenant Church located at 10933 Progress Ct. Doors will open at 8:30 and costs $10 in advance and $15 at the door.

David Sander, Ph.D., Vice Mayor of the Rancho Cordova City Council, has been elected to the National Civic League (NCL) Board of Directors.

The 15-member board provides leadership and guidance for the nonpartisan nonprofit organization that promotes civic engagement and community building. Founded in 1894, NCL is in the forefront to make local governments more accountable and community members more active in planning and problem solving.

NCL is probably best known for its annual All-America City Awards which recognizes 10 communities for outstanding civic accomplishments. The City of Rancho Cordova was an award winner in 2010 and a finalist in 2009.

“I look forward to having a leadership role in this important and historic organization that recently has focused on fiscal sustainability, transportation development, environmental stewardship, and immigrant integration,” said Sander.

NCL, founded by Theodore Roosevelt, Louis Brandeis, Frederick Law Olmsted, Mary Munfeld, and other Progressive Era leaders, was a primary driver of the 20th century’s form of municipal authority.
“In the 21st century, NCL stands as a thought leader on municipal governance and is well known as the organization responsible for the All-America City Awards and the Model City Charter and as publisher of the National Civic Review,” said Sander.

Sander represents the City of Rancho Cordova on the League of California Cities Revenue & Taxation Committee, is chair of the National League of Cities Transportation and Infrastructure and Services Steering Committee, and is a member of the Sacramento Regional Transit Board of Directors. He is president of the board of directors for the Cordova Community Council, the organization that spearheaded Rancho Cordova’s successful All-America City Award endeavors.

Professionally, Dr. Sander is the principal and founder of Sander and Associates, a public affairs and business consulting firm that specializes in medical and scientific projects.

There are a number of reasons I like living in the Sacramento area. Aside from the generally fantastic weather, we’re fairly close to so many wonderful cities and attractions. I think skiing and snowboarding are even better if I can drive a couple hours home and not have to worry about shoveling snow or putting snow chains on my Jetta. One of my favorite weekend vacation locations is the Napa Valley and all the relaxation it has to offer. From the Riverwalk in Napa to the quaint shops and mud baths in Calistoga, I love it all.

Recently, I had the opportunity to spend some quality time with my mom aboard the Napa Valley Wine Train. If you haven’t had the chance to ride the train recently, you will be pleasantly surprised with both the impeccable service and delicious food served on both the lunch and dinner train rides.

The cars were made in 1915 and 1917 and have been restored to their natural charm and beauty. The dome car features domed windows and offers spectacular views of the surrounding wine country as well as a special menu specifically for dome car passengers.

There are three separate kitchens that prepare all of the food served on the train fresh. If you’ve ever been on a train, you can appreciate the skill necessary to walk, much less, cook, while riding the rails.

While the Napa Valley Wine Train’s nine cars can hold as many as 400 passengers, you’ll rarely find more than 300, to ensure the comfort of the riders. If you’re looking for an extra special way to celebrate that momentous anniversary, rehearsal dinner, family reunion or other group event, the Wine Train offers personal cars with the same attentive service you’ll find on their daily trips.

In addition to the three hour trip from Napa to St. Helena and back, passengers should check out the wine available for purchase at the train depot. The selection and prices are impressive, even for Napa Valley.

There are a number of spas specialty shops in downtown Napa and during the winter months and tourist off-season, many are offering specials and discounts. The Riverwalk has undergone a series of restorations and you will find a restaurant to satisfy just about any craving. Lucky for us, a trip to Napa Valley may be a relaxing day trip or much longer vacation.

The current business environment is grueling and demanding. This requires a great deal of skill and talented workers around the globe, which means Human Resources (HR) is being stretched and pulled every which way to meet challenging goals within unprecedented financial restraints.

The day to day operations of doing more with less has become the modus operandi in most businesses and business arenas, more so in human resources divisions.

The following survey is intended to survey the areas in which you might find opportunities to invest in the human capital within your company’s HR department to be more widely recognized as business-critical partners (i.e. administrative assistant, HR assistant, HR supervisor, office manager).

Please click here to take the short survey.

Based on SHRM’s 2010 research findings of trends affecting the HR profession, HR professionals in nearly half of organizations surveyed reported that the biggest investment challenge during the next ten years will be optimizing human capital investments. Often times when we think of human capital investment we often think
of all employees, which may be rightly so. However, have you ever thought of how the administrative assistant, HR assistant, and those in pay roll are managing to stay afloat in this grueling business environment, to carry out the mission of the company?

The Regional Council of Rural Counties (RCRC) announced that it has selected Assemblywoman Alyson Huber as one of two recipients for the annual “Patti Mattingly Award” for 2010. The Patti Mattingly Award is given to a policymaker that has demonstrated leadership on rural issues and an understanding of the unique challenges that rural communities face.

“RCRC appreciates the important work of Assemblywoman Huber on behalf of her rural constituents,” said Supervisor Diane Dillon of Napa County and Chair of the Regional Council of Rural Counties. “The residents of Amador County and the other rural portions of her district should know that she served them well in a very difficult 2010 Legislative Session.”

RCRC’s Patti Mattingly Award was established in memory of former Supervisor Patti Mattingly of Siskiyou County for her tremendous courage, commitment, and ability to promote constructive solutions surrounding rural issues. The recipient is selected by the RCRC Board of Directors.

“RCRC applauds Assemblywoman Huber’s efforts this past year,” added Supervisor Richard Forster of Amador County. “She was instrumental in working with a number of other rural legislators to secure the passage of an exemption for counties under 50,000 in population from experiencing deferrals in state payments to counties. Had this not happened, small counties like Amador would have faced a severe financial crisis.”

In addition, Assemblywoman Huber’s other important actions in the State Legislature include:

·         Securing vital law enforcement monies for several years for rural counties;
· Authoring Assembly Bill 580, which addressed septic tanks regulations being issued by the State Water Resources Control Board

In addition to Assemblywoman Huber, Assemblywoman Connie Conway (R-Tulare) was also selected to receive the Patti Mattingly Award.

RCRC is an association of 30 rural counties that advocates before the Legislature, Congress and state and federal government agencies on behalf of rural issues. Headquartered in Sacramento, county supervisors comprise RCRC’s governing board.

In response to the recent murder on Mills Park Drive, Weed & Seed and the Cordova Towne Neighborhood Association are hosting a Community Safety Forum on Tuesday, February 1, 2011 from 7-8:30pm at Rancho Cordova City Hall. The goal of this resident-led event is to get a pulse for what the community really wants to do about the large brick pillars on Mills Park Drive. Please watch the video below to see what is hiding behind these pillars, and then let’s talk about our options for increasing safety at this location. Additionally, what does it look like to boost safety in the White Rock area? What can happen from this day forward to help stop crime and create a better and stronger community?

We encourage residents throughout Rancho Cordova to come to this event, show your support, and bring your opinion. This is not just a problem for a specific neighborhood to conquer, but something our community at large can take on. Please note we are specifically gearing this meeting to be about discussion and solutions. This will not be an anger-fest. We are all feeling frustrated about the recent murder, but we need solutions here, so we’re committed to constructive discussion together. Representatives from both Rancho Cordova City Hall and Rancho Cordova Police Department will be in attendance also.

If you are able, please RSVP on our Facebook page.

Assemblymember Alyson Huber, a past Cal Grant recipient, wants to remind students and parents that March 2nd is the deadline to apply for CalGrants. Cal Grants, a need-based financial aid program, has been a big part of making college affordable for many California families. To assist students with applying for CalGrants and other financial aid, Assemblymember Huber also announced Cash for College workshops being held in January and February around the Sacramento region.

“Paying for school is tough. I know because I was the first in my family to graduate from college and financial aid helped make it possible for me to succeed,” said Assemblymember Alyson Huber. “Today, every low- or moderate-income student who meets the academic standards is guaranteed a Cal Grant award and we must do everything we can to ensure that every eligible student takes advantage of this extraordinary opportunity.”

In the 10th Assembly District, Cash for College Workshops are being held at Cordova High School on January 26th from 6:30-8:30pm and at Florin High School on February 9th from 6-8pm. High school seniors who attend a Cash for College workshop and apply for a Cal Grant by March 2nd could receive an extra $1,000 scholarship. For a list of additional workshops locations and dates click here.

Eligible students receive grants for tuition and fees at the California State University or the University of California. Awards are also given to community college students and students entering private California colleges, including technical education programs.

Students must apply for a Cal Grant by submitting a Federal Student Aid (FAFSA) Form and a Cal Grant Grade Point Average Verification Form. Changes in the law guarantee that every eligible student will get a Cal Grant award of up to $11,124 a year, depending on the cost of their college or university, their financial need and the type of grant. One of the most important things to note, Cal Grants do not have to be repaid.

For more information on the Cal Grant Program, how to obtain an application, or how to fill out an application, high school students can contact their counselors, or call the California Student Aid Commission at 1-888-224-7268. Additionally, the commission has a web site.

For more information, please call (916) 319-2010.

Although the County Animal Shelter continues to be faced with numerous challenges related to staff and budget reductions, shelter staff and volunteers took time to reflect on their accomplishments over the last year that are reflected in increased adoption rates, decreased euthanasia rates and over $150,000 in donations through the Support Our Shelter program.

“We have been working on changing our image from the ‘pound’ to a innovative and creative animal shelter that Sacramento County can be proud of,” said Dave Dickinson, Animal Shelter Kennel Supervisor. “While we still have a lot of work to do, with the start of the new year, now is the right time to take stock of how far we have come.”

Highlights from 2010 include:
· Dog adoptions have increased by 15.4 percent and euthanasia rates have reduced by 21.5 percent from 2009.

· Cat adoptions have increased by 33.1 percent and euthanasia has been reduced by over 4 percent from 2009.

· 834 pets in the community have been spayed or neutered through the low cost Spay Neuter Incentive Program (SNIP). This is an increase of 16 percent.

· Almost 500 feral cats have been spayed or neutered since feral cats clinics started in October through an ASPCA grant.

· Over $150,000 in donations have been received through the S.O.S Support Our Shelter donation drive since April 2010, including over $10,000 in the final days of 2010.

· Over 1200 animals were adopted out through a collaboration “Home for the Holidays” pet adoption drive with the County Animal Shelter, the City of Sacramento Animal Care Services, the SSPCA, and Happy Tails, well exceeding the initial goal of 1000 animals to be adopted during the drive.

If you want to get involved by donating, volunteering, licensing your pet, or adoption an animal, stop by our shelter at 3839 Bradshaw Road on Wed. – Fri. from 12:30 to 5:30 or Sat. and Sun. from noon to 4:30 p.m. or visit us online.

The Rancho Cordova City Council will present a Proclamation of Achievement to Eagle Scout candidate, Zachary Burgess, at the City Council meeting on January 18th.

To help fulfill his community service requirement for the Eagle Scout badge, Zachary and his project team planted 10 trees in the City Hall grounds area in October. Zachary, a high school junior, planned and coordinated the project which included working with Todd Humphrey, Rancho Cordova’s Facilities Services Manager, and the Sacramento Tree Foundation which donated the trees.

“With their help and assistance, I identified specific sites to place trees on the north and west sides of the building to provide shade and a nice place for picnic or lunch breaks for workers at City Hall,” said Zachary. He then supervised a crew of 16 project workers during the tree planting.

“The City welcomes the opportunity to support and encourage the young members of our community,” said Humphrey. “They gain a new skill while providing a service for Rancho Cordova.”

Zachary will receive his Eagle Scout rank during a Court of Honor on Presidents Day in February.
Starting a new year gives us a new, fresh start in sustaining business by reflecting and/or dealing with the pain we, as business owners, may have experienced last year like employee relations, legal compliance, and more.

To continue from our last conversation, “A Business Case for an HR Business Plan”, another important component of the HR business plan is the customer. HR recognizes the company’s services are only effective if HR is able to “sell” them to the customers.

For example:

The Managers –Managers expect HR to provide sound business advice on how to review/analyze issues accurately and timely.

Supervisors –expect HR to frequently interpret policies/procedures and learn how to manage people effectively through performance evaluations, training.

Associates- expect HR to provide explanations or confirm information about company policy and procedures. They also expect HR to be empathetic to their concerns but help them solve problems with facts and confidentiality.

Applicants – expect HR to supply accurate information about employment opportunities, fair consideration of their qualifications.

State and federal agencies- follow a variety of fast changing HR related laws and regulations. Have a sense of urgency to time line requirements.

Service Providers like, Employment law attorneys, Consultants, trainers, CPA’s- These benefit partnerships help to mitigate risks and expenses.

Let’s not forget our community and families – This expectation relates back to the company’s mission and marketing plan. This may seem like an obvious, but if you miss this, the company’s reputation could cost you to gain or loose millions of dollars.

An effective HR function can significantly minimize expenses, by making informed management decisions about whether there is a need and may maximize the business value of the services it provides in support of the company’s mission.

Here’s to an innovative new year while embracing change! Stay tuned for conversations on Products and Services components in an HR business plan.

January is National Mentoring Month. It is the time each year to remember the importance of mentors, and the need for every child to have a caring adult in his or her life. To be a mentor, you don’t need special skills. You just need the ability to listen and offer friendship, guidance and encouragement to a young person.

If you have what it takes to help young people navigate life’s tough choices, please consider serving as a mentor. The Sacramento County Office of Education (SCOE) is seeking adult mentors to serve as positive role models as part of the LINKS Mentoring Program for high school students in the county.

This program is unique because it offers ongoing support to mentor/protégé matches by providing staff-facilitated, structured mentoring sessions each week. SCOE staff members attend group mentor sessions to organize activities and provide materials and support.

Mentors meet with their protégés for one hour each week. The group mentoring sessions consist of group activities, combined with one-to-one time for mentors and protégés. Qualifying mentors may commit to a semester, or an entire school year. Meetings and activities center on specific themes:

• Community Service/Service Learning Projects
• Interpersonal/Life Skills
• Planning for the Future
• Career Exploration/Job Seeking Skills
• Financial Savvy and Money Management
• Health and Wellness

The LINKS Mentoring Program is operated by the Sacramento County Office of Education’s Prevention and Student Services (PASS) Department. The program is made possible through a grant from the Office of Juvenile Justice and Delinquency Prevention.

To learn more about the LINKS Mentoring Program, contact Cheryl Raney (916) 228-2201 or craney@scoe.net.

Sponsored by the Rancho Cordova International Association of Administrative Professions (IAAP), the program will feature karaoke singing, raffle drawings, no host beverage bar, penne pasta dinner, and a silent auction dessert course. “We will have lots of Elvis music since it’s on his birthday but we promise that there will be something for everyone else, too,” said Stephanie Nobriga, event chair.

Tickets are $5, “but if you don’t want to sing, tickets are $15,” said Nobriga. But she quickly added that participants can sing as a group. There’s no charge for dinner tickets for children under five years. IAAP is a non-profit professional association. Rancho Cordova’s chapter meets on the third Thursday of each month and provides an opportunity for networking and sharing best practices. For additional information about the Karaoke and Pasta Feed or about the organization, please contact Nobriga at (916) 851-8769.
