			<content:encoded><![CDATA[<p>The Cordova Recreation and Park District announced this week it was recently awarded a $100,000 Footprint Field grant from the U.S. Soccer Foundation.  Footprint Field grants are  awarded for the installation of a synthetic field surface from FieldTurf.  The grant will be used to install a synthetic soccer field at the award winning Mather Sports Center.</p>
<p>This was one of only 17 Footprint Field grants awarded nationwide.  A total of 63 awards were made under all grant programs totaling $2.5 million to organizations serving youth in 30 states.  The Footprint Fields program, supported by Adidas, FieldTurf and MLS W.OR.K.S, Major League Soccer&#8217;s community outreach initiative, is aimed at growing the game of soccer and providing safe, sustainable playing spaces in underserved communities.</p>
<p>This grant brings the total amount awarded to Cordova Recreation and Park District from competitive grant programs to $6,996,798 since 2003.</p>
<p>The 2011 grant awards reflect the U.S. Soccer Foundation’s focus on improving the health and well being of children in underserved communities. The awards will support programming, coaching and equipment for players and the construction of safe playing fields that will facilitate the continued growth of soccer in the United States.</p>
<p>“The U.S. Soccer Foundation is proud to support each of these projects that keep our youth active, healthy and engaged in activities that provide a positive alternative to negative influences,” said Ed Foster-Simeon, President &amp; CEO. “By supporting the development of programs and safe playing fields, we help ensure that children in underserved communities have easy and affordable access to quality soccer programs that support their physical and personal development.”</p>
<p>Since its inception, the U.S. Soccer Foundation has awarded more than $54 million to groups, both large and small, in all 50 states.<br />

			<content:encoded><![CDATA[<p>David Sander, Ph.D., Vice Mayor of the Rancho Cordova City Council, has been elected to the National Civic League (NCL) Board of Directors.</p>
<p>The 15-member board provides leadership and guidance for the nonpartisan nonprofit organization that promotes civic engagement and community building.  Founded in 1894, NCL is in the forefront to make local governments more accountable and community members more active in planning and problem solving.</p>
<p>NCL is probably best known for its annual All-America City Awards which recognizes 10 communities for outstanding civic accomplishments.  The City of Rancho Cordova was an award winner in 2010 and a finalist in 2009.</p>
<p>“I look forward to having a leadership role in this important and historic organization that recently has focused on fiscal sustainability, transportation development, environmental stewardship, and immigrant integration,” said Sander.</p>
<p>NCL, founded by Theodore Roosevelt, Louis Brandeis, Frederick Law Olmsted, Mary Munfeld, and other Progressive Era leaders, was a primary driver of the 20th century’s form of municipal authority.<br />
“In the 21st century, NCL stands as a thought leader on municipal governance and is well known as the organization responsible for the All-America City Awards and the Model City Charter and as publisher of the National Civic Review,” said Sander.</p>
<p>Sander represents the City of Rancho Cordova on the League of California Cities Revenue &amp; Taxation Committee, is chair of the National League of Cities Transportation and Infrastructure and Services Steering Committee, and is a member of the Sacramento Regional Transit Board of Directors.  He is president of the board of directors for the Cordova Community Council, the organization that spearheaded Rancho Cordova’s successful All-America City Award endeavors.</p>
<p>Professionally, Dr. Sander is the principal and founder of Sander and Associates, a public affairs and business consulting firm that specializes in medical and scientific projects.<br />

<p>It has truly been our pleasure sharing stories with you and helping to connect the community. 			<content:encoded><![CDATA[<p>In response to the <a href="http://www.ranchocordovapost.com/2011/01/02/mills-park-drive-suspicious-death-now-considered-a-homicide/" target="_self">recent murder on Mills Park Drive</a>, Weed &amp; Seed and the <a href="http://www.cordovatowne.com" target="_blank">Cordova Towne Neighborhood Association</a> are hosting a Community Safety Forum on Tuesday, February 1, 2011 from 7-8:30pm at <a href="http://www.cityofranchocordova.org" target="_blank">Rancho Cordova City Hall</a>. The goal of this resident-led event is to get a pulse for what the community really wants to do about the large brick pillars on Mills Park Drive. Please watch the video below to see what is hiding behind these pillars, and then let&#8217;s talk about our options for increasing safety at this location. Additionally, what does it look like to boost safety in the White Rock area? What can happen from this day forward to help stop crime and create a better and stronger community?</p>
<p>We encourage residents throughout Rancho Cordova to come to this event, show your support, and bring your opinion. This is not just a problem for a specific neighborhood to conquer, but something our community at large can take on. Please note we are specifically gearing this meeting to be about discussion and solutions. This will not be an anger-fest. 			<content:encoded><![CDATA[<p>Sacramento County Sheriff’s Sexual Assault detectives are seeking information in the break-in and sexual assault of a 50 year-old female near Vehicle Drive in Rancho Cordova.</p>

<p>In the early morning hours of January 10, 2011, the suspect gained entry into the victim’s apartment through an unsecured window.  Once inside the residence, the suspect woke the sleeping victim and sexually assaulted her.  The suspect left through the front door on foot.</p>
<p>The suspect is described as a Hispanic or light-skinned Black male, approximately five feet, eleven inches tall, with a medium, muscular build. He had short, dark hair, shaved on the sides and slightly longer on top, and is in his mid-twenties.</p>
<p>Anyone believing they have information related to this incident or regarding the identity of this suspect is encouraged to call Sheriff’s Sexual Assault detectives at (916) 874-5115, Crime Alert at (916) 443-HELP, or send a text message tip by texting to 274637 (CRIMES) then enter SACTIP followed by the tip information. Callers can remain anonymous and may be eligible for a reward up to $1,000.<br />

			<content:encoded><![CDATA[<p>On January 1, 2011, at 10:59 a.m., a man who lives on the corner of Mills Park Drive and Olson Drive called 911 after he had looked over his backyard fence and saw a body lying between the fence and the light rail tracks. Sacramento County Sheriff’s Department deputies assigned to the Rancho Cordova Police Department arrived and found the body of an unidentified woman. The deputies could see no obvious signs of trauma; however, the body was naked from the waist down.</p>

<p>The Sacramento County Coroner’s Office has now identified the body as 37-year-old Rancho Cordova resident Rajeet Kor Singh. While the coroner has released the victim’s identification, a determination as to the exact cause of death is pending the results of an autopsy.</p>
<p>Sacramento County Sheriff’s Department detectives have processed the scene of the crime and are now considering this death a homicide. Investigators are urging anyone who may have seen, or talked to, Rajeet Kor Singh from 8:00 p.m., December 31, 2010, until her body was found Saturday morning, to call Sheriff’s Homicide detectives at (916) 874-5115, Crime Alert at (916) 443-HELP; or send a text message tip by texting to 274637 (CRIMES) then enter SACTIP followed by the tip information. Those who call or text can remain anonymous and may be eligible for a reward of up to $1,000.<br />

			<content:encoded><![CDATA[<p>Rancho Cordova Mayor Robert J. McGarvey and Vice Mayor David Sander have been awarded the Diamond Level Certificate of Achievement in Leadership by the National League of Cities (NLC).  Only 30 elected officials nationwide reached the top ranking this year.</p>
<p>As part of the NLC commitment to create stronger communities, the Leadership Training Institute provides local officials with professional development opportunities.  Nearly 3,000 mayors, council members, and local leaders participate annually in NLC’s leadership seminars and programs that address core areas of municipal leadership.</p>
<p>McGarvey began the program in 2003 because of its educational value.  “It provides an opportunity for elected officials to learn better ways to run a city,” he explained, “especially valuable to such a young and progressive community as Rancho Cordova.”</p>
<p>Sander said he started the program in about 2004 because “leadership is not inherited, it’s learned.”  He continued that trying “to do this job without getting any insights from others who’ve faced similar challenges seems shortsighted and frankly dangerous.”</p>
<p>He said that dozens of classes were necessary to get to the Diamond status but the standout sessions for him were ones on interest-based negotiation that has substantially affected City policy as a result and community engagement.  “By leveraging City resources with enormous volunteer muscle from local organizations, our rejuvenated and efficient Cordova Community Council puts on outstanding local events that improve the quality of life for our residents, enrich local non-profits, build community, and enhance our community image.  We get huge bang for the buck . . . all inspired by the courses I’ve taken at NLC.&#8221;</p>
<p>McGarvey said he got the most benefit from serving on the First Tier Suburb Steering Committee.  First Tier Suburbs are cities that are located just outside large metropolitan communities.  And not only did he benefit educationally but the experience provided contact with federally elected officials who provide funding and grant opportunities.</p>
<p>NLC is the nation’s oldest and largest organization devoted to strengthening and promoting cities as centers of opportunity, leadership, and governance.  It is a resource and advocate for 19,000 cities, representing more than 218 million Americans.<br />

<p>Robert J. McGarvey and David Sander were sworn in as Mayor and Vice Mayor, respectively, of the Rancho Cordova City Council at a meeting on December 20th.  Both have been members of the City Council since Rancho Cordova incorporated in 2003.</p>
<p>Terri McGarvey performed the swearing-in ceremony for her husband with their two grandsons, Dylan and Billy, holding the Bible.  Vice Mayor Sander was sworn in by his wife, Dr. Margaret Parsons, with their young son, Charles, holding the Bible.</p>
<p>Serving his second term as Mayor, McGarvey said that during 2011 he wants to explore outlying communities’ interest in becoming part of Rancho Cordova.  He wants to continue the Neighborhood Walks with Mayor on a quarterly basis, among other initiatives.  During his first term as Mayor in 2006, McGarvey started the Rancho Cordova Veterans Day and Memorial Day celebrations at the Veteran Memorial Plaza VA Hospital that have become highly successful annual events.  He also formed the Sisters City Committee that resulted in Turrialba, Costa Rica becoming a Sisters City with Rancho Cordova.</p>
<p>McGarvey came to Rancho Cordova when he was stationed at Mather Air Force Base in the Strategic Air Command 320th Bomb Wing from 1963 to 1965.   After leaving the Air Force, he worked for PacBell for 33 years.  He has a current California Emergency Teaching Credential but “I have made my elected position on the City Council a full-time job.”   McGarvey and his wife, Terri, have four children and five grandchildren.  All but one daughter and one granddaughter live in Rancho Cordova.</p>
<p>Vice Mayor Sander is serving his second term as Vice Mayor.  He served as Vice Mayor in 2006 and as Mayor in 2007. Sander is the Principal and Founder of Sander and Associates, a public affairs and internet consulting/development firm that specializes in medical and scientific projects.   He recently was appointed to the National Civic League board of directors and represents the city on several other national, state, and area committees and boards.</p>
<p>Other members of the Rancho Cordova City Council are Ken Cooley, who just completed his second term as Mayor; Linda Budge; and Dan Skoglund.</p>

When deputies arrived at the second-floor apartment they found a 40-year-old female performing cardio pulmonary resuscitation on her 32-year-old boyfriend. The boyfriend had been stabbed multiple times in the chest. Paramedics arrived a short time later and pronounced the victim dead at the scene. The female was detained by the deputies and a knife was recovered inside the apartment.]]></description>

<p>Sheriff’s Homicide detectives have learned the woman and her boyfriend became involved in an argument. They believe the woman stabbed her boyfriend multiple times during the argument. The detectives will interview the suspect and try to determine what motivated the woman to commit this crime. The suspect will be booked into the Sacramento County Main Jail and charged with murder once her interview is completed. The Sacramento County Coroner’s Office will release the victim’s name after they notify his next of kin.<br />

The updated codes will apply to building, plumbing, mechanical, and electrical construction in the City.  There will be no fee increases with the updates and changes.</p>
<p>One of the new changes is the California Residential Code that covers construction of new houses, accessory structures, and multi-dwelling structures that are three stories or less.  The most significant residential update is that automatic fire sprinkler systems will be required in all new homes.  All residential construction will be consolidated into one volume for the first time.</p>
<p>The Green Building Standards, referred to as the CalGreen Code, which applies to both commercial and residential construction, will be now be a mandatory building standard.   The CalGreen Code deals with water efficiency and conservation, material conservation and resource efficiency, environmental quality, and storm water management.  For example, the CalGreen Code will affect materials selected for carpeting and fireplaces or choices of appliances and plumbing fixtures.</p>
<p>Besides the two major state-mandated updates, beginning January 1st the City of Rancho Cordova will increase its timeline for permit approval.  “Due to the current economic climate, we found that certain types of permits need more time to reach project completion so we have made adjustments to extend the current 180 days expiration timeline for most permits,” said Joe Cuffe, Rancho Cordova’s Permit Services Supervisor.<br />

			<content:encoded><![CDATA[<p>The Sacramento Municipal Utility District (SMUD) Board of Directors has approved a $1.54 billion budget. The 2011 budget provides funding for all programs, projects and initiatives needed to meet the strategic targets set by the SMUD Directors, while cutting costs without compromising customer service.</p>
<p>The lagging economy has figured prominently in the budget, which anticipates a $42 million drop in electricity sales. This would bring the cumulative shortfall since September 2009 to $97 million. The budget also assumes that the number of customers participating in the low-income discount rate is expected to grow to about 111,500 in 2011. That will require a subsidy of $38 million.</p>
<p>The budget also covers many increases in operation costs, including long-term power contracts, natural gas purchases and regulatory fees, as well as labor and employee benefits costs. Since even before the financial crisis of 2008, SMUD has been making every effort to protect customers through aggressive cost containment in all discretionary areas of the budget, including reducing anticipated spending to cover rising costs and the revenue shortfall. Changes are also being implemented to make operations more efficient, including:</p>
<p>·         Streamlining SMUD operations, plus savings from smart meters will reduce the 2011 budget by $9 million.</p>
<p>·         Rigorous vetting of spending, which contributed to $35 million in reductions in the capital budget.</p>
<p>·         Using grant funds to leverage efforts supporting the Compact with the Customer and Sustainable Energy initiatives.</p>
<p>The 2011 budget is balanced. It projects a net income increase of $8.1 million, which will be sufficient to maintain SMUD’s strong credit rating and the ability to borrow money at reasonable interest rates. Some of the strategic highlights in the spending plan for next year include:</p>
<p>·         Completion of smart-meter installations by the end of 2011.</p>
<p>·         More than $53 million to replace or modernize aging infrastructure.</p>
<p>·         Replacement of equipment for improved customer service.</p>
<p>·         $186 million for construction of Solano Wind Phase 3, which will add 128 megawatts of wind generation.</p>
<p>·         Funding incentives for the addition of 13.6 megawatts of new solar capacity to meet SB1 guidelines.</p>
<p>·         Installation of more than 100 electric-vehicle charging stations in Sacramento County.</p>
<p>SMUD is using existing staff to work on federal and state grants that will benefit customers in areas including smart grid, electric transportation, energy storage and energy efficiency. The largest grant project, the smart grid infrastructure grant, will develop the foundation for a smart grid to enhance customers’ ability to manage their energy usage and costs. SMUD will have the equivalent of 150 full-time employees dedicated to the smart grid project. Forty percent of those labor costs will be reimbursed by the grant. The budget includes all of the expenditures SMUD expects to make for grant projects next year, but it does not include reimbursements from the federal and state governments. However, grant revenue has been included in the budgeted net income.</p>
<p>Other utilities in California and across the nation have raised rates or are planning to raise rates in response to factors resulting from the ongoing economic recession. SMUD customers continue to pay significantly less for electricity than most Californians and at least 25 percent less than residential customers who are supplied by neighboring PG&amp;E. SMUD provides electric service to Sacramento County and a small portion of Placer County.</p>

<p>In upholding the RDA’s right to take the property, Judge Cadei stated that the Resolution of Necessity filed by the RDA “contains ample evidence of the blighted condition of the subject property and the surrounding area, of the need to acquire the subject property in order to further the objectives of the City’s Redevelopment Plan…to lead to the greatest public good and the minimum of private injury.”</p>
<p>Furthermore, though the Lily Company contended that the RDA colluded with the Los Rios Community College District on a proposed deal involving the District’s potential purchase of the property, Judge Cadei stated that  the “Court finds no evidence to support” that claim.  Judge Cadei overruled other claims made by the defendant, ultimately declaring the RDA’s “right to take defendant’s property pursuant to the Resolution of Necessity.”</p>
<p>Curt Haven, Economic Development Director for the City of Rancho Cordova stated “Our priority is improving the quality of life for our residents and businesses in Rancho Cordova.  We can now move forward with exciting plans to redevelop this area and bring jobs and vitality to the community.”<br />

The Sheriff’s Department’s budget was recently augmented to provide an added security force to the Arden/Arcade-area shopping malls this holiday season. The program, known as the Grinch Patrol, will begin the day after Thanksgiving (the busiest shopping day of the year), and continue throughout the holiday shopping season. This special funding appropriation is intended to augment existing Sheriff’s Patrol and private security.</p>
<p>Uniformed deputies in marked patrol cars will patrol the shopping malls as a highly visible security force. The goal of this program is to deter criminal activity and instill peace of mind in the area’s holiday shoppers.</p>
<p>The holiday season is a time when busy people can become careless and vulnerable to theft and other holiday crime. The following tips can help all shoppers be more careful, prepared and aware during the holiday season:</p>
<p>Shop during daylight hours whenever possible. If you must shop at night, go with a friend or family member.<br />
Dress casually and comfortably.<br />
Avoid wearing expensive jewelry.<br />
Do not carry a purse or wallet, if possible.<br />
Always carry your California Driver License or Identification Card along with necessary cash, checks and/or a credit card you expect to use.<br />
Even though you are rushed and thinking about a thousand things, stay alert to your surroundings.<br />
Avoid carrying large amounts of cash.<br />
Pay for purchases with a check or credit card when possible.<br />
Keep cash in your front pocket.<br />
Notify the credit card issuer immediately if your credit card is lost, stolen or misused.<br />
Keep a record of all of your credit card numbers in a safe place at home.<br />
Be extra careful if you do carry a wallet or purse. They are the prime targets of criminals in crowded shopping areas, transportation terminals, bus stops, on buses and other rapid transit.<br />
Avoid overloading yourself with packages. It is important to have clear visibility and freedom of motion to avoid mishaps.<br />
Beware of strangers approaching you for any reason. At this time of year, “con-artists” may try various methods of distracting you with the intention of taking your money or belongings.<br />

<p>Rancho Cordova businesses may be eligible for significant tax savings through the newly-established Enterprise Zone.  The program will be explained at the Enterprise Zone Breakfast Seminar on Wednesday November 17th, at Rancho Cordova City Hall, 2729 Prospect Park Drive, from 8 to 9:30 a.m.  Hosted by the City and the Rancho Cordova Chamber of Commerce, the free seminar includes a complimentary breakfast.</p>
<p>The target audience is business owners, real estate brokers, general managers, human resources managers, and accountants.</p>
<p>“Tax credits are now available for eligible businesses located in the Rancho Cordova Enterprise Zone boundaries and that includes about 90% of our commercial and industrial areas,” said Megan McMurtry of the City’s Economic Development Department.  “This seminar will provide an overview of program benefits for Zone businesses that are looking to reduce their state income taxes.”</p>
<p>Seminar topics will include how to reduce current state income taxes, offset future taxable income, and qualify for savings of up to $37,000 per employee.  Sales and use tax credits and the advantages of doing business in Rancho Cordova will also be covered.</p>

<p>At the City Council meeting on November 1, staff presented some conceptual ideas for a Gateway monument structure which would serve the purpose of welcoming people into the City.</p>
<p>Considerable time has gone into the research and development of these concepts and the staff and Council would like to hear what you think.  A public workshop has been scheduled for Wednesday, November 17 at 5:30 p.m. at City Hall. There will be a brief presentation and staff will be available to answer questions and take comments.</p>
<p>A PowerPoint presentation has been posted on the website which explains the evolution of the ideas, shows the new concepts and the materials that might be used.  A link to the written staff report can also be accessed. Just click on the “Hot Topics” button on the left side of the screen of the home page for the links.</p>
<p>In addition to attending the workshop, the public is invited to offer comments via several methods.  You may send an email to <a href="mailto:citygateways@cityofranchocordova.org">citygateways@cityofranchocordova.org</a>, come into City Hall, or call 851-8757. Input will be compiled and presented to the Council at the December 6 meeting.</p>

<p>Incumbents Linda Budge and Dan Skogland will serve another term on Rancho Cordova City Council.</p>
<p>The race for Sacramento County Sheriff has not been officially called at this time, however, 100% of precincts are reporting and Scott Jones leads Jim Cooper by more than 5,000 votes.</p>
<p>Republican incumbent, Dan Lungren held his Congressional District seat from political newcomer, Ami Bera.</p>
<p>Democrat, Senator Boxer held her Senate seat from Carly Fiorina.</p>
<p>Congresswoman Doris Matsui earned 71% of the votes over challenger Paul Smith.</p>
<p>The three Members elected to the Folsom Cordova Unified School District Governing Board are Richard Shaw, Zak Ford, and Ed Short.</p>

The Rancho Cordova Police Department is expanding their regular traffic enforcement with special operations.  These operations are funded by a recent $240,000 grant awarded by the California Office of Traffic Safety.  Special traffic enforcement and education measures will be instituted by the Rancho Cordova Police Department and the Mercy San Juan Medical Center as they continue their commitment to keeping our roadways safe through both enforcement and education.</p>
<p>The Selective Traffic Enforcement Program (STEP) grant is to assist in efforts to deal with traffic safety problems and to reduce the number of persons killed and injured in traffic collisions.  Traffic deaths from all causes declined in 2009 in California by 10.3 percent from 3,434 killed in 2008 to 3,081 in 2009.  The state recorded 950 alcohol-impaired driving fatalities in 2009, a 7.6 percent decline from 1,025 in 2008.  However, DUI deaths remain at 31 percent of fatalities.</p>
<p>“Everyone in California should be heartened by these figures,” said Christopher J. Murphy, Director of the California Office of Traffic Safety (OTS).  “But as encouraging as this is, we can’t let up on the efforts to encourage and enforce traffic safety.  Thousands are still losing their lives or being severely injured on our roadways.”</p>
<p>The grant activities will specifically target DUI offenders, drivers with suspended or revoked licenses, Motorcycle Safety, illegal street racing, red light running, and seatbelt violations.  This will be done through the use of DUI/driver’s license checkpoints, special enforcement operations, and court stings where DUI offenders with suspended or revoked driver licenses get behind the wheel after leaving court.</p>
<p>The educational aspect would provide assistance to multi-lingual trainers to allow child safety seat information to be disseminated to the primarily Russian, Spanish and Hmong speaking communities of Rancho Cordova. This educational goal is to be accomplished through training provided by the Mercy San Juan Medical Center.<br />

			<content:encoded><![CDATA[<p>As party-going ghosts and goblins celebrate Halloween this October, the Rancho Cordova Police Department and the Sacramento County Sheriff’s Department reminds everyone to keep the party off the road.</p>
<p>A DUI/Driver’s License Checkpoint and DUI Saturation Patrols are planned this weekend as part of the Department’s ongoing efforts to lower impaired driving in Rancho Cordova and the region.  The DUI Checkpoint will be working on Friday October 29 and DUI Saturation Patrols will be out on Saturday and Sunday prior to the little ones heading out for Trick-or-Treating on Sunday evening.</p>
<p>“There isn’t a Halloween costume clever enough to hide an impaired driver who has made the poor decision to get behind the wheel,” said Doug Diamond, Chief of the Rancho Cordova Police Department.  “Whether you’ve had one too many or way too many, it is just not worth the risk. Remember, Buzzed Driving is Drunk Driving.”</p>
<p>Nighttime is an especially dangerous time to be on the road, but Halloween weekend is often one of the deadliest times of the year for impaired drivers. According to the CHP’s Statewide Integrated Traffic Reporting System, over 100 individuals died and over 2000 were injured on Halloween in Alcohol Involved Collision during the past 5 years.</p>
<p>“The scariest part of Halloween isn’t the spooky costumes and scary pranks,” said Chief Diamond.  “It’s the fact that too often impaired drivers don’t plan ahead and end-up making the roads scarier than a horror show.”</p>
<p>The Rancho Cordova Police Department recommends these simple tips for a safe Halloween:</p>
<p>Plan a safe way home before the festivities begin;<br />
Before drinking,  designate a sober driver;<br />
If you’re impaired, use a taxi, call a sober friend or family member, or use public transportation<br />
If you happen to see a drunk driver on the road, don’t hesitate to call 911<br />
And remember, Friends Don’t Let Friends Drive Drunk.  If you know someone who is about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely.<br />

<p>On October 18, 2010, at 3:14 a.m., Sheriff’s deputies responded to an apartment complex in the 5100 block of Hillsdale Boulevard regarding the report of a shooting. When deputies arrived they found a taxi in the parking lot of the apartment complex. The taxi-driver, James Walker, was sitting in the driver’s seat and suffering from at least one gunshot wound to his upper body. Paramedics arrived a short time later and pronounced him dead at the scene.</p>
<p>Sheriff’s Homicide detectives believe Taylor, Campbell, and Hudson had been visiting friends at the Hillsdale apartment complex and called a taxi with the intent to rob the driver. When Walker arrived at the complex he was confronted by the suspects and shot during the course of the robbery.</p>
<p>Taylor was booked into the Sacramento County Main Jail and charged with murder and robbery. He is ineligible for bail. He is scheduled to be arraigned on October 22, 2010, at 1:30 p.m. in Department 61.<br />

			<content:encoded><![CDATA[<p><a href="http://www.ranchocordovapost.com/wp-content/uploads/2010/10/Cy-Young.jpg"><img class="size-medium wp-image-11662  alignright" title="Cy Young" src="http://www.ranchocordovapost.com/wp-content/uploads/2010/10/Cy-Young-300x201.jpg" alt="" width="300" height="201" /></a>Friends and former colleagues of retired Sacramento County Office of Education (SCOE) Personnel Commissioner Clellan “Cy” Young attended a celebration Tuesday, October 19, when the SCOE Personnel and Business Services Building was dedicated officially in Mr. Young’s honor.</p>
<p>The event featured the unveiling of a plaque, as well as words of praise from Sacramento County Superintendent of Schools David W. Gordon and Board of Education President Harold Fong. Elizabeth Kim, Field Representative for District 10 Assemblymember Alyson Huber, also presented Mr. Young with a special certificate of recognition from the State Assembly. The celebration concluded with a cake and punch reception.</p>
<p>Cy Young joined the Sacramento County Office of Education Personnel Commission in 1983, where he served continuously until 2007. As a Personnel Commissioner for over 24 years, he proved his dedication and service to the Commission and was a true proponent of the Merit System and the Merit principles.<br />
“Over the years, the Sacramento County Office of Education Personnel Commission has become the standard for other commissions to follow,” said Mr. Young. “I am happy, shocked, surprised, and grateful to have, for so many years, been associated with and worked with the great staff and employees of SCOE. Everyone should be so lucky.”</p>
<p>Cy Young left his position as Personnel Commissioner at SCOE after serving 24 years because he moved out of Sacramento county. Since then, he has been involved in school advisory boards, has been a member of Teachers of Tomorrow selection panels for awarding scholarships to deserving high school seniors, has served on the Sacramento County Teacher of the Year selection panel, and currently serves on the California Troops to Teachers screening and selection panel. In addition, Mr. Young has served as Vice President and President of the Schools Projects Financing Corporation of California.</p>
<p>The newly dedicated Clellan &#8220;Cy&#8221; Young Building is located at 10530 Mather Boulevard, Mather, California, 95655.<br />

<p>Project 680 hopes to close out the last week of the Hoody Drive with a final push from residents, businesses, churches and organizations. Locals are also invited to enjoy the Finale Celebration at <a href="http://cityofranchocordova.org" target="_blank">Rancho Cordova City Hall</a> on October 27, 2010 from 6-7pm. You can expect to see a heap of hoodies, residents, city council members, business sponsors, all-star Project 680 supporters, and a festive kid-friendly atmosphere with coffee and cupcakes. <a href="http://www.ranchocordovapost.com/project680" target="_self">Photography contest winners</a> will also be announced as well as a &#8220;people&#8217;s choice&#8221; photo award selected by attendees (it&#8217;s not too late to enter the photo contest). 			<content:encoded><![CDATA[<p>This year’s final Rancho Cordova Neighborhood Walk with the Mayor will be on Saturday, October 23rd, at the Rancho Cordova Elementary School, 2561 Chassella Way.  Light refreshments will be served at 8:30 a.m. and the one-mile leisurely walk will start at about 9 a.m.</p>
<p>Mayor Ken Cooley began the walks in April to support and complement his Great Health Challenge for Rancho Cordovans to collectively lose 20 tons in 2010.  S<a href="http://www.ranchocordovapost.com/wp-content/uploads/2010/07/City-of-Rancho-Cordova-Logo.jpg"><img class="alignright size-full wp-image-10649" title="City of Rancho Cordova Logo" src="http://www.ranchocordovapost.com/wp-content/uploads/2010/07/City-of-Rancho-Cordova-Logo.jpg" alt="" width="275" height="304" /></a>ince then, several hundred adults, seniors, and children have participated in the 12 Saturday morning walks that featured a different starting point for each walk.<br />
Participants report that they not only enjoy the exercise but like the opportunity to meet their neighbors and talk with community leaders.</p>
<p>Mayor Cooley invited parents to bring their children to the walks, saying how much kids enjoy a simple community walk.  “The walks are a great sign of the fun and sense of community that we have in Rancho Cordova  &#8211;  whether it’s the curious bug on the sidewalk that fascinates a child, the beautiful blooms along the way, or birds flying overhead,” he commented.<br />

<p>In reaction to the award, Sheriff John McGinness expressed his gratitude to Bernard Melekian, Director of the Office of Community Oriented Policing Services for the U.S. Department of Justice. According to Sheriff McGinness, “We are very pleased to get this extraordinarily good news. Because of Mr. Melekian’s law enforcement experience in the state of California, he brought a different understanding to the unique issues faced by our department.”</p>
<p>Sheriff McGinness also praised the tireless efforts of his staff and the congressional offices of Dan Lungren and Doris Matsui. Sheriff McGinness said, “We needed all of the component parts to make this a successful effort.”</p>
<p>The Chairperson of the Sacramento County Board of Supervisors, Roger Dickinson, expressed his elation on this successful effort and the positive impacts it will have on public safety and the re-employment of deputy sheriffs. The Sheriff’s Department is awaiting formal acceptance of this grant by the Board of Supervisors on Tuesday, October 5, 2010.<br />

The award was announced at the League’s Conference in San Diego.</p>
<p>The prestigious Helen Putnam award is given for the best and brightest municipal programs that deliver innovative and outstanding services to residents.  Rancho Cordova was selected for its Annual Corporate Report.</p>
<p>For the last four years, Rancho Cordova has hosted an Annual Corporate Report presentation in February open to residents, the business community, City staff, and elected officials.  The City partners with the Rancho Cordova Chamber of Commerce and the Cordova Community Council on the event.  The morning speaker series features nationally-renowned economists and regional business leaders.  The session focuses on the national, state, and local economies as well as emerging regional trends.  The afternoon session includes City staff reviewing three years of City finance history, a three-year projection forecast, and an open discussion about community priorities.</p>
<p>“Successful businesses report their results at the end of each corporate year but governments don’t often do that.  We focus all our attention on our unmet needs at budget time and never report our annual successes,” said Ted Gaebler, Rancho Cordova City Manager. “Our Annual Corporate Report has proven to be a more business like model.”</p>
<p>Rancho Cordova Mayor Ken Cooley agrees, saying that the Annual Corporate Report event “pulls together for us the best and most timely financial information to support City decisions about spending and investment in the community’s future. While these are challenging times in every jurisdiction, including Rancho Cordova, the Annual Corporate Report process helps us closely match community priorities to available funding in as near a real-time environment as city planning can achieve.</p>
<p>“Despite times that weigh heavily on all our residents, a 2009-10 public opinion survey found 81 percent of our residents expressing satisfaction with the quality of life in Rancho Cordova, the services provided by the City, and, very importantly, the direction the City is going,” the Mayor concluded.</p>
<p>The Helen Putnam Award is the second major award that the young City of Rancho Cordova has won this year.  In June, Rancho Cordova was named one of the 10 All-America Cities by the National Civic League.<br />
