Silent Power, a renewable technology company that designs distributed energy storage systems to maximize the value of renewable power resources, will supply the Sacramento Municipal Utility District with distributed energy storage technology to aid in completing the utility’s photovoltaic storage pilot.

The utility’s $5.9 million pilot project will evaluate how the integration of energy storage enhances the value of distributed PV resources for the community, the utility and the grid by reducing peak loads, firming intermittent renewable capacity and maximizing overall system efficiency.

Silent Power’s OnDemand Home Energy Appliance is a distributed energy storage device that will store excess energy generated by a homeowner’s solar power system.

When energy is needed during peak demand times (4 p.m. – 7 p.m.), SMUD and their customers can draw upon this stored energy from the OnDemand system.

“Silent Power is honored to be part of SMUD’s cutting-edge efforts to implement storage technologies within its broader smart grid initiatives in its community,” said Todd Headlee, Silent Power CEO. “Our technology is helping to make energy storage mainstream and increases the societal value of renewable energy. We envision a future in which every solar PV installation includes energy storage.”

“The pilot project further demonstrates SMUD’s industry leadership in integrating renewable technologies that maximize the grid’s clean energy and reliability for our customers,” said Mark Rawson, SMUD senior project manager. “As part of our efforts to more broadly deploy smart grid technologies that enable easier integration of renewables, storage could be a valuable asset for SMUD and its customers. This pilot helps us understand the technical and economic feasibility of these types of storage technologies.”

Silent Power’s OnDemand system will be placed in 15 homes in the Rancho Cordova, Calif. community. The pilot project will allow monitoring of PV systems, along with energy storage, to give SMUD a better assessment of the value of distributed energy resources from a utility standpoint.

SMUD will be able to determine how well the storage systems can support its super-peak consumption times, when output from the PV systems drops significantly. Based on these outcomes, the utility may replicate the technology throughout its service territory should it prove feasible.

Silent Power will work in partnership with GridPoint, an established leader in smart grid software, the National Renewable Energy Laboratory, Navigant Consulting, SunPower and Saft, a provider of high-tech lithium ion batteries, to offer SMUD a complete solution to energy storage and management needs.

The OnDemand system will work hand-in-hand with GridPoint’s energy storage and deployment software that will monitor and dispatch power. Saft will provide the lithium ion batteries needed to power the OnDemand systems.

Based in Baxter, Minn., Silent Power, Inc. manufactures and markets easy-to-install, highly reliable distributed energy storage systems for the renewable energy, electric vehicle charge station, and backup power markets.

A $25 million budget shortfall resulted in Sacramento Regional Transit board members approving drastic schedule changes across the board in March. Those schedule changes will officially go into effect on Sunday, and over half of Sacramento County’s routes will be altered or eliminated.

Starting Sunday, no late night services will be offered for light rail or bus routes. The last train passing through Rancho Cordova will leave the Sacramento Valley Station at 8:58 p.m. and will arrive at the Sunrise Station at 9:40 p.m.; after returning to the downtown station, no more light rail routes will be started.

Regional Transit will also discontinue 26 routes during the week, 13 routes on Saturday and four routes on Sunday. Though many of these routes do not pass through Rancho Cordova, some local routes were targeted for elimination:

Route 28, which ran from Folsom Boulevard to Fair Oaks Boulevard, will be discontinued on Saturdays

Route 36, which ran along Folsom Boulevard, will be discontinued

Route 73, which followed White Rock Road, will be discontinued

Route 74, which followed International Drive, will be eliminated on Saturdays

Route 261, which serviced Rosemont, La Riviera and Lincoln Village, will be discontinued

In addition, some local routes have been changed so that they service a smaller area or make less frequent stops:

All light rail stops will be adjusted to operate every 30 minutes on weekends

Route 28 will no longer service the Mather Field and Zinfandel light rail stations and will only run from Cordova Town Center to Sunrise Mall

The changes are expected to save the struggling transit system $11.6 million for the coming fiscal year. On top of the service changes, Regional Transit said in March that it will be laying off approximately 200 employees by September; the restoration of state transit assistance funds as well as revenue from the “Park-Pay-and-Ride” program are expected to help close the budget shortfall facing the transit system.

For more information on route changes, Sacramento Regional Transit has created a list of affected routes and the changes to take place on Sunday here.

A bigger and better White Rock Park is on its way, and the Rancho Cordova City Council moved the process forward Monday by approving a design for a 2,500 square-foot community building.

White Rock Park, which is located on White Rock Road between Spaulding Way and Evadna Drive, currently spans over 12 acres and includes a small, temporary community building and a 3,600 square-foot pool. The Cordova Recreation and Park District is planning on removing the pool and replacing it with a large spray park and a Discovery playground with a “tot lot.” The spray park will be similar to, but larger than, the spray park located at Stonecreek Park, the park district said. Also up for renovation are the tennis courts and three basketball courts on site, and the existing parking lots will be consolidated into a single large parking lot.

The 2,500 square-foot community building will replace the smaller temporary structure currently in place and the design will feature a large community room, showers, vending machines and both indoor and outdoor restrooms. City Council nixed the park district’s favored plan, however, because they felt a blank wall on the original design could invite vandalism.

“This is one of the neighborhoods that has been targeted so badly over the last two or three months with graffiti,” Council Member Linda Budge said during the design review. Instead, Council voted to approve a second option that would break up the blank wall with decorative features.

The park district is currently holding a public review of the Mitigated Negative Declaration, a document that declares the renovations will not have a negative effect on the local environment, until June 17. Any comments about the declaration can be addressed to Kathleen Franklin at either 2197 Chase Drive in Rancho Cordova or kathleen@crpd.com. All comments must be received by 5 p.m. June 17.

A call to the park district about the cost of the project has not yet been returned, but the design review submitted to City Council stated that the community building will not have an impact on the city’s budget.

The race for Sacramento County Sheriff will not be over for Scott Jones and Jim Cooper until November, Sacramento County elections results suggest.

Neither of the two candidates managed to gather over 50 percent of voters in yesterday’s election, with candidate Scott Jones getting 46 percent of the votes and Jim Cooper getting 41 percent. Candidate Brett Daniels was a distant third with 11 percent of the vote and will not qualify for a November runoff.

Candidate Scott Jones released a statement once results were in saying that he is looking forward to the coming runoff between him and Cooper. “Our work is not done yet, but I am confident that after the November election, I will be elected Sacramento County Sheriff,” he said.

The November runoff could be the result of many voters choosing not to vote for any of the candidates on their ballot. Sacramento County reported over 19,000 ballots yesterday failed to choose a candidate for Sacramento County Sheriff, and that number exceeds the number of voters who cast their vote for candidate Bret Daniels.

Meanwhile, other positions that affect the Rancho Cordova area were decided quickly by voters.

Sacramento County Supervisor Don Nottoli maintained his seat on the Board of Supervisors with 70 percent of the vote; incumbent Doris Matsui will be challenged by Republican Paul Smith for the 5th district seat in the U.S. House of Representatives; incumbent Dan Lungren will face Democrat Ami Bera for the district 3 seat in the U.S House of Representatives; and Jack Sieglock will challenge incumbent Alyson Huber for her current position of State Assembly Member for the 10th district. Former Cordova High Principal Jacky Levy also won a seat on the County Board of Education for area 3 last night.

Are you registered to vote? Do you know where your polling place is? These questions and more can be answered by the Sacramento County elections office before you head out to vote tomorrow.

The city council positions up for election in Rancho Cordova won’t be filled until November, but other important seats that affect our area will be up for grabs. In addition to the primary election, which affects which candidates for state and federal seats get to move on to the general election in November, seats within Sacramento County and some propositions are ready to be decided with tomorrow’s vote.

Bret Daniels, Scott Jones and Jim Cooper are named as candidates for Sacramento County Sheriff; Rancho Cordova’s Supervisor for Sacramento County, Don Nottoli, will also be vying to stay seated on the board against candidate Lovie Kirkland. Propositions 13 through 17 will also be decided tomorrow; a detailed analysis of each, as well as state candidate information, can be found here.

Sacramento County has also made verifying your voter registration and finding your polling place easy. To look up your voter registration, simply fill out this form with your street number, zip code and birth date, and you will have instant access to your polling place and voter guide. If you are more interested in finding your polling place, the county has also created a simple search engine that will locate polling places according to the street of residence here.

If you believe you are registered but can’t find your information, don’t worry just yet– the elections office tells people who believe they are registered to go to their polling place and cast a provisional ballot. Provisional ballots will be counted separately to ensure these voters are registered.

You can cast your ballot at a polling place between 7 a.m. and 8 p.m. tomorrow, and those with an absentee ballot can submit them to ballot drop-off locations during normal business hours. Rancho Cordova City Hall, located at 2729 Prospect Park Drive, is a qualified drop-off location and will be open from 8 a.m. to 5 p.m. tomorrow.

Sacramento County has made following the election easier as well. No longer do voters need to sit in front of the television all night to find out the latest polling place results: the county will be posting results updates online throughout the night, and thanks to a federal grant, Smartphone users can now access up-to-date information on a mobile website the county has created exclusively for elections results on the go.

Budget discussions next week could result in deep cuts to the Sacramento County animal shelter, and the shelter is pulling out all stops to try to keep their services intact through community fundraising efforts.

The “Save Our Shelter” campaign was launched soon after preliminary budget figures showed a $1.9 million cut to the animal control and regulation department in April. The campaign originally focused on pet licensing amnesty to spur pet owners into purchasing pet licenses, and several community events were also put on to try to raise extra money. The shelter just announced two more attempts to fundraise: a half-off cat adoption event and a “flea market” on June 26.

To celebrate “Adopt a Shelter Cat Month,” the shelter is cutting their adoption price in half for adult cats through June 30. All cats one year and older qualify for the discount, and all cats are spayed or neutered, microchipped and vaccinated. Adoption prices normally start at $81 for cats.

The shelter will also be holding a “flea market” June 26 at their headquarters, located at 3839 Bradshaw Road, from 9 a.m. to 4 p.m. Gently used items such as furniture, toys, electronics and pet products will be featured for sale at the event, and a raffle, bake sale and craft items will also be on site. Items can also be donated to the event– contact the shelter at (916) 361-7604 or saccountyshelterfleamarket@yahoo.comto schedule a pickup or dropoff for items.

If the shelter does not raise enough money to keep its services intact, the shelter will lose its volunteer program, 70 percent of its adoption program and medical care for shelter animals when the county’s budget is approved by the Board of Supervisors. The shelter reported 206 more licenses in May compared to 2009 since the launch of their campaign, and adoptions are up 47 percent for dogs and nearly 12 percent for cats over the same period.

The Sacramento County Board of Supervisors voted unanimously to move forward on issuing nearly 1,000 layoff notices to county employees on Tuesday, and more cuts to county programs are under consideration as the board looks to close a $181 million budget gap.

Of the 953 positions facing the chopping block, 747 are currently filled; coupled with the county’s 748-person workforce reduction for the 2009-2010 fiscal year, the county’s workforce has been whittled down by over 1,700 jobs in the last year.

More cuts are on the horizon to county programs as well. The county’s budget office released recommendations to the board in April that recommended cutting services across the board. Included in these reductions were $25 million in cuts to the probation department, over $2 million in cuts to patrolling and maintenance of the American River Parkway and a $54 million cut to the Sheriff’s Department.

Sheriff John McGinness responded to the proposed cuts in a video to residents of Sacramento County. The original proposal to cut $54 million from the department would “virtually eliminate” all patrol and investigations in Sacramento County, the budget office said; McGinness said the shortfall has been modified to $37.6 million, but the cuts would still mean deep cuts to Sheriff’s Department services.

“The bottom line is, we are charged with policing a community of 560,000 people with, frankly, vastly insufficient resources,” McGinness said. Three options currently face the department, he said: The Sheriff’s options are to release inmates from custody and eliminate corrections programs, reduce patrolling services or reduce investigative services. “It’s your money,” he said.

Budget hearings are scheduled to begin the week of June 14 and the proposed layoffs and program cuts would go into affect on July 3 if approved by the board, the county’s budget office said.

In an effort to reduce the Sacramento region’s reliance on fossi fuel energy, Aerojet and SMUD have completed the installation of a 6 megawatt solar field at their headquarters in Rancho Cordova.

The 40-acre installation marks a 30 percent increase in SMUD’s renewable energy portfolio, making it the first large energy company in California to put itself on track to have 20 percent of its energy demand supplied by renewable sources by the end of 2010. The solar field will be used to supply Aerojet with 30 percent of its energy needs for its groundwater treatment programs.

“SMUD has taken a long view,” said SMUD CEO John DiStasio. ”We have made early investments in renewable resources that, combined with our hydroelectric resources, represent a substantial down payment on a low-carbon future.” Aerojet said it expects the solar array to offset approximately 6,000 tons of carbon dioxide in its first year of use alone, and the array has an expected life span of 25 years.

The field will also offset the use of nearly 10 gigawatt-hours of energy per year that would have been supplied by fossil fuels. “This initiative is a major step in Aerojet’s efforts to help the environment, reduce its carbon footprint, and return approximately 40 acres of a Superfund site to beneficial use — in essence, to turn it into an environmental asset,” said Aerojet’s Vice President of Sustainability, Ron Samborsky.

A 3.6 megawatt field had already been installed in the site and construction began last June to expand it to its current 6 megawatt output. With the help of SMUD and Solar Power, Inc., the construction of the field created 200 jobs and indirectly created an additional 100 jobs to support construction activities, the company said.

The World War II era music was lively and the faces of decorated veterans were beaming with pride; the message, however, was sobering for the hundreds that attended Rancho Cordova’s fourth annual Memorial Day celebration on Monday.

The VA Hospital in Mather, Calif. has been the location for Veteran’s Day and Memorial Day events since 2006. Council Member Robert McGarvey took the throng of attendees back in time to the very first Veteran’s Day event at that site.

“It was a drizzly day and we had about a hundred people,” he said. “We didn’t have the band, we didn’t have the choir. I can’t tell you how pleased I am and how proud I am of everyone here.”

Mayor Ken Cooley also reflected on how the location has evolved since that first event five years ago. “On that day we set aside a plot of ground, and what a beautiful plot of ground it is,” he said. The once-grassy site is now an elaborate plaza featuring a large sculpture and 1,941 bricks commemorating veterans and loved ones. “We’ve come a long way. This is a place where we think of our veterans who gave their lives for our way of life.”

State Senate Pro-Tem Darrell Steinberg (D-Sacramento) made an appearance before the crowd and stressed the importance of preserving Memorial Day as a day of remembrance. “This holiday must mean more than a day off,” said Steinberg. “New generations must understand that freedom and opportunity are not a given.”

Congressman Dan Lungren (R-Gold River) echoed Steinberg’s sentiments. “Today we can make an exact accounting of one thing,” he said, “and that is the cost of freedom.” Lungren spoke of his father’s experiences in Normandy and his father’s wish to “be known as a Captain in the United States Army Medical Corps” when he died.

The most illustrative speech, however, came from Sergeant First Class Kelly Hughes, who told the event’s attendees about the sacrifice Airman First Class Raymond Losano made to protect his country. Losano, he said, was stationed in Afghanistan when a firefight erupted in 2003.

Though he was under heavy fire, Hughes said Losano continued to call airstrikes and protect Medi-Vac units. “My crew and I had no idea that the man we heard on the radio…was bleeding out on the battlefield,” Hughes said. The Arlington National Cemetery’s website said Losano was awarded a Purple Heart and a Bronze Star posthumously for his actions the day he died.

Hughes urged the listeners to remember what past and present soldiers have sacrificed to keep their loved ones safe. “The battlefronts are different and the weapons have changed, but the fight is the same,” he said. “To protect our freedom at home, we must promote freedom throughout the world.”

The future looks grim for the Sacramento County animal shelter and the department faces severe cuts even if the shelter remains open past July 1, interim Director Carl Simpson said Thursday.

Reports of the award-winning shelter’s closure after just nine months of operation have circulated since April, and Simpson acknowledged that severe cuts face the shelter when the county’s budget is approved by June 30. The shelter’s fate will be discussed during final budget hearings starting on June 14, and preliminary budget recommendations from April 14 show a potentially drastic reduction in shelter services that could save the county $1.9 million for other programs.

Included in the recommendations are eliminating the director–which was already completed with the release of former director, Pam Claerbout–and reducing many functions of the shelter, such as eliminating owner-requested euthanasia, eliminating medical care for shelter animals and reducing the adoption program to 30 percent of its current operations. In addition, the cuts could potentially reduce the shelter’s operating hours to four hours per day, four days per week and would eliminate 27 full-time positions from the department’s work force.

Simpson, who is splitting his time between the animal care department and code enforcement for the county, said he understands the difficulty the Board of Supervisors face when determining where general fund money should be allocated. “If the Board decides to restore additional funds to Animal Care, those funds will cause a reduction in programs elsewhere in county services that are also supported by the general fund, ” he said. ”The reductions could impact public safety, Child Protective Services, or other programs that may seriously impact County residents. These decisions will not be taken lightly by the Board of Supervisors.”

Simpson said his long-term goal is to reduce the shelter’s reliance on general fund money for its operations, and he pointed to his success in shifting the code enforcement department’s funding away from the general fund. He also said he is meeting with city leaders to potentially consolidate county animal services with the city’s program and with programs of non-profits such as the Sacramento SPCA and the Humane Society of the United States.

Statistics from 2009 show the shelter took in nearly 15,000 animals and euthanized over 9,000. Those numbers are actually down from 2008 when the shelter took in nearly 1,000 more animals, but the shelter is continuing to take in more animals than it has space for. Neighboring shelter Sacramento SPCA reported taking in over 12,500 animals last year as well.

Simpson said that though he is anticipating large cuts to the shelter, he also understands how important the shelter is to the well-being of the Sacramento area. ”I know we do very important work, and that homeless and unwanted animals are depending on us,” he said. In the short-term, he is urging the public to donate to the shelter through their Save Our Shelter campaign and to take advantage of their pet licensing amnesty offer that will be in effect until June 30.

Was Bugs Bunny right? Do carrots really improve your eye sight? Well, not exactly. Eating carrots won’t make you see better than you already do, but Bugs’ favorite snack is packed with important vitamins and nutrients that can help protect vision.

This is just one example of a common eye myth that has led to confusion about vision health and proper eyecare habits.

To help educate Americans on eye health and debunk common myths, VSP® Vision Care has created a series of webisodes called VSP EyeFilesSM featuring the iconic Bill Nye the Science Guy. As a scientist, engineer, comedian, author and inventor, Bill is best known for making science entertaining and accessible. His lifelong mission is to help people everywhere understand and appreciate the science behind our world.

“I am excited to partner with VSP Vision Care to set these eye myths straight, once and for all. We are going to investigate the truth about vision care, learn crucial steps to help prevent eye disease and have lots of fun along the way,” said the Emmy-Award winning Bill Nye.

As part of this initiative, VSP Vision Care sent an online survey to VSP doctors across the country, asking them for the most common vision-related myths they hear from their patients on a regular basis.

The VSP doctor myth research survey revealed that:

Myth: Working many hours in front of a computer screen will harm your eyes.

Fact: 31 percent of doctors say they hear this myth on a daily basis. Although using computers will not damage vision, fatigue, headaches, neck pain or eye strain may occur with use overextended periods of time. This overuse can result in a serious condition called Computer Vision Syndrome (CVS). To help prevent CVS remember the 20-20-20 rule; every 20 minutes, spend 20 seconds looking at something 20 feet away.

Myth: Wearing glasses tends to weaken the eyes.

Fact: 24 percent of doctors say they hear this myth on a daily basis.Glasses do not weaken eyes. Eyes lose the ability to focus on near objects as people get older, a natural digression called presbyopia. Presbyopia, which means “old eye” in Greek, becomes noticeable between the ages of 38 and 42. The bottom line is glasses do not weaken eyes; rather eyes naturally become weaker with age.

Myth: Sitting too close to the television will harm your eyes.

Fact: 11 percent of doctors say they hear this myth on a daily basis. Despite what your mother told you as a kid, sitting closer than necessary to the television may cause headaches, but will not cause eye damage.

Other alarming myths that VSP doctors heard from patients on a regular basis included:

Myth: As long as your eyes don’t hurt, you can wear contact lenses 24/7.

Fact: If your contacts aren’t the overnight-approved, extended wear variety, don’t treat them that way. Daily wear contacts need nightly soaks to clean and disinfect them. Contacts are a great alternative for lenses, but proper contact care is needed to prevent eye irritation and infection.

Myth: Children do not need to have their vision tested until they are at least 5.

Fact: The American Optometric Association (AOA) recommends a six-month eye exam to make sure the baby’s eyes are developing correctly and to scan for serious problems such as cataracts and tumors. Eighty percent of what we learn is through our eyes, and one in four students has a visual impairment problem. One study shows a whopping 85 percent of America’s pre-schoolers haven’t received a vision exam by age five. Experts recommend that children see their eye doctor at six months, between the ages of 2 and 3, before entering kindergarten, and annually thereafter to ensure their eye health and learning progression.

Myth: If you can see fine, your eyes are healthy and you don’t need an exam.

Fact: Many eye and vision problems have no obvious signs or symptoms. It is important to make annual visits to an eye doctor to receive comprehensive eye exams. Through an exam an eye doctor can detect signs of serious health conditions including diabetes, brain tumors, and high cholesterol, before physical symptoms are present.

Myth: You cannot get cataracts unless you wear glasses.

Fact: Cataracts are caused by the aging and deterioration in the lens of the eyes. This is a normal process that occurs in about half of adults between the age of 65 and 75. Everyone can develop cataracts, no matter if they wear glasses or not, in fact, glasses can actually help postpone cataract surgery.

Susan Moskalets, 46, surrendered to the Sacramento County Jail Wednesday in connection with an arrest warrant stemming from a January accident in Folsom that injured five, the Folsom Police Department said Thursday.

An ongoing investigation revealed that Moskalets, the driver of a 1983 Mercedes involved in the accident, allegedly had a blood-alcohol level of .07 and also had Naproxen and Morphine in her system, Officer Jason Browning said in a statement.

The accident occurred on January 27 at the intersection of East Bidwell Street and Bluestone Circle. Witnesses to the accident told investigators that the driver of the Mercedes ran a red light and collided into a Dodge Durango that was travelling through the intersection on a green light, Browning said. All five parties in the crash were transported to the hospital– the driver of the Durango, Moskalets and her three children– and one of the children’s injuries were considered life threatening, he said.

Moskalets is being held on $100,000 bail on suspicion of impaired driving and willful harming of a child. She is scheduled to appear in court today at 1:30 p.m. in Sacramento.

Sacramento Mayor Kevin Johnson knows how to work a crowd.

Johnson did just that as guest speaker for the Rancho Cordova luncheon on Friday. After Rancho Cordova Chamber President Jane Daly referred to Sacramento as a “suburb of Rancho Cordova,” Johnson ran with it and kept the packed luncheon giggling throughout his presentation.

He also explained why he was okay with Sacramento being a suburb of Rancho Cordova. “When you think about it, you’re not even a decade old,” he said, referring to the city’s incorporation in 2003. ”I have socks as old as you. It’s amazing what you guys have been able to accomplish in such a short amount of time.”

His main goal over his time as mayor, he said, is to partner with surrounding communities such as Rancho Cordova to regionalize the area. “We all have similar challenges. They don’t stop at our city borders–they go beyond that.”

Events after Tent City’s closure last year following national attention via Oprah Winfrey are an example of what he says regional cooperation is capable of doing. Johnson said he asked pastors in the regional faith community to help the city raise enough funds to support the creation of permanent housing units for the homeless–and they did it. “We made a goal that we’re going to have a thousand permanent housing units per year over the next three years,” he said. ”We asked the faith community could you help us raise $400,000? They all came together and said, ‘We’re going to take that challenge.’”

Johnson is also hoping the cities surrounding Sacramento will join forces to support his initiative to create a green technology hub in the region. “It’s the only initiative I am leading in 2010,” he said. ”Why can’t we be the place if you want to place big stakes and be really involved in green technology? Why not allow our region to be defined as a green tech region, unlike any other region in the country?”

Johnson also made sure to address some of his more controversial ideas during a question-and-answer session, such as building a new arena for the Sacramento Kings. The new arena plan, he said, involves relocating Cal Expo and selling the land. “The arena would be built downtown,” he said. ”The profits from that land would allow us to pay for that new arena and not have it be public financed.”

Johnson also talked about his decision to support a boycott of Arizona due to the passage of their immigration law, though he said he wasn’t sure what his fellow council members would think. The City Council moved forward on drafting a boycott of Arizona on Tuesday and could vote on the matter as soon as next week.

James Moos, age 41 and a validated member of the “Sacramaniac” street gang, was sentenced to eight years and eight months in state prison for identity theft, District Attorney Jan Scully said today.

Rancho Cordova Police responded to a call regarding possible squatters at a residence deemed unsafe to occupy in June 2009 and after searching the residence, officers saw “items consistent with check fraud and the manufacture of fraudulent identifications,” Scully said. Detectives from the Sacramento Valley High Tech Task Force responded to assist in the investigation.

The detectives’ search revealed Moos was in possession of identifying information belonging to dozens of people, said Scully. Most of the items were stolen during burglaries of cars, homes and mail boxes and Moos even victimized his 88 year old grandmother by stealing her cash advance checks from her residence and kiting them through bank accounts of other victims she said.

“Identity theft has increasingly become a major problem for law enforcement and the public at large,” said Deputy District Attorney Robert Clancey. ”Once a thief has possession of your identifying information, he or she can wreak havoc upon your finances and your credit. When paying your bills or throwing out the garbage, be sure to do whatever you can to safeguard your personal identifying information.”

Mayor Ken Cooley and Chamber President Jane Daly joined forces to welcome Rancho Cordova’s Auto-Lab Complete Car Care to the neighborhood at a ribbon cutting ceremony on Friday. The business was also given an official proclamation from City Council for choosing Rancho Cordova for their business site.

Auto-Lab took over the former business location of Al’s Automotive at 10655 Coloma Road and spent two months renovating the building with fresh paint and new equipment. Ted Walters, the owner of the new Auto-Lab location, said business has been steady since their opening day and some of his new customers were enticed by the location’s change of ownership. “Every day it gets better and better,” he said.”[The customers] saw the new sign and saw it cleaned up, and they said, ‘I’m coming back.’”

Mayor Ken Cooley offered a proclamation to Walters after the ribbon cutting ceremony that detailed the city’s history and where the new business fits in to the community. “People associate auto repair with this site,” Cooley said as he presented Walters with the plaque. “We’re delighted to have you here.”

Walters is based in Roseville but said he is excited to be on his old stomping grounds from childhood. “My dad was stationed at Mather Air Force Base back in ’65,” he said. “I remember I went to my first McDonald’s right on Folsom Boulevard. It’s just incredible to be back here.”

The renovated building Auto-Lab is located in features eight bays and the car care center performs a wide array of vehicle repairs–diagnostics, brakes, suspension, fluid services and tires, to name a few. The Auto-Lab franchise was started in 1989 and has set a goal of opening 50 new locations by the end of 2010. For more information on the new Rancho Cordova location, call (916) 638-3050.

A final report issued Friday by the National Transportation Safety Board has concluded that the cause of an explosion on Paiute Drive in Rancho Cordova was caused by the use of an out-of-specification pipe and a lag in response from PG&E.

The report chronicled the events leading up to the explosion that decimated a house at 10877 Paiute Way on December 24, 2008 and noted that PG&E’s response time was a contributing factor to the explosion. A technician was dispatched to investigate a gas odor on the street after receiving a call at 9:16 a.m., but the technician was not trained or properly equipped to locate the origin of the gas leak, the report said. In addition, the owner of the home — 72-year-old Wilbert Paana– was not home when the technician first arrived, and the technician was not given tape or any other means to notify the homeowner that the house was dangerous to enter.

A foreman arrived on scene shortly after 1 p.m. and was able to make contact with Paana at 1:35 p.m., the NTSB report said. The house exploded shortly after the foreman made contact with him, and the explosion resulted in fatal injuries to Paana and severe injuries to his 17-year-old granddaughter. A post-accident investigation found a pipeline that had been repaired by PG&E in 2006 was the cause of the gas leak, and the pipe used to perform the repair did not meet safety standards for thickness and had slid out of its couplings. The report concluded that the pipe was originally used as packing pipe and the PG&E Sacramento yard had been using the pipe informally as a stub marker.

PG&E was found to be in violation of a federal code for emergency plans in May 2008 and was ordered to correct several of their procedures. PG&E has now trained and equipped all of its technicians to detect the source of gas leaks, the report said, and the company now requires their dispatch to request 911 assistance if gas above 1 percent is found indoors. Packing pipe is now prohibited from being used in any way and technicians are now given warning tape to block entry into homes during leak investigations.

Though PG&E has not released an official statement since the final report’s issuance, the company said shortly after the incident that it was committed to preventing any similar incidents in the future. “This is a tragic accident that claimed the life of one person and injured several others, including PG&E employees,” said Senior Vice President Jack Keenan in 2008. “We want the families that have been affected and the residents of Rancho Cordova to know we’re committed to doing the right thing for those directly harmed by this accident and the community at large.”
