Sunrise Area Annexation Approved; City Boundaries to Expand
The Sacramento Local Agency Formation Commission approved the annexation of a 1.2 mile piece of land into Rancho Cordova boundaries on Wednesday, and the area will officially become part of the city on July 1, 2010.
Rancho Cordova and the County of Sacramento were involved in a legal dispute over the division of taxes for the area, and an agreement was finally approved by the county on Nov. 10. The agreement opened the way for the annexation process to begin, and LAFCo commission members approved the annexation on Dec. 2.
The area includes a strip of land stretching from Folsom Boulevard at Sunrise Boulevard to Hazel Avenue, and from Sunrise Boulevard at Highway 50 to White Rock Road. The annexation will not increase taxes for businesses and residents in that area.
According to the staff report for the annexation, some services providers for the area will change once the city takes control. The Rancho Cordova Police Department will provide law enforcement for the area, and animal control will now be administered by Sacramento SPCA instead of the Sacramento County Animal Care and Regulation Department. Planning Director Paul Junker said there are still several steps that need to be completed before the July 1 effective date. An annexation flow chart provided by LAFCo said that an “authority protest hearing” will be conducted next, and the commission will evaluate the results of the hearing. If less than 25 percent of affected parties protest, the annexation will proceed; if 25 to 49 percent protest, an election will be ordered, and if 50 percent or more protest, the annexation will be terminated.
Julius Cherry of the Cherry Consulting Group represented the Sunrise Folsom Business Alliance at the meeting, and though his group originally requested the annexation approval to be continued until February, he said that city officials had resolved his group’s concerns and he withdrew the request for continuance. A letter from the group’s attorney said that they were concerned with, among other things, the “effect annexation may have on their ability to continue and expand their business operations.”
Commission Member Susan Peters, who is also a board member for the County of Sacramento, commended the city and county for finding a satisfactory solution to their original tax dispute. “I know it was painful at times and it took a little longer than we thought,” she said, “but in the end, we were able to work out an agreement that everyone is happy with.”
