The American River Parkway Plan, which is passed by the state legislature, dictates who is responsible for the administration and management of the parkway. How does a JPA with a fund interact with the responsibilities of the Parkway Plan? You wrote:

"What would allow the JPA to raise substantial supplemental funding would be for the JPA to create a nonprofit conservancy, the American River Parkway Conservancy is our suggested name, dedicated to the management and funding of the Parkway."

While I am not against additional funding for the Parkway, it seems that there are major roadblocks when including agencies which are outside the Parkway Plan's scope. Many people were confused re the talked about a Benefit Assessment. For Rancho Cordova, it was hyped as a way to be a major player in the parkway. However, reading between the lines, the JPA would only be managing the approx. $6.5 mil budget from the assessment, not the regular Parkway budget. The only way for Rancho Cordova to become a major player in the Parkway is to be added to the Parkway Plan as approved by the California Legislature.

In conclusion, additional funding is welcome....However, the management and administration of those funds must meet the scope of the state approved American River Parkway Plan.
